Former Russian finance minister in talks of return to help economy
Former Russian Finance Minister and investor favorite Alexei Kudrin is in talks with Vladimir Putin and other top officials about returning to a senior post to help deal with worsening economic troubles, according to three people familiar with the discussions. Kudrin has met privately with the Russian president and Prime Minister Dmitry Medvedev as recently as last week to discuss the plans, though no formal offer has yet been made, the people said. The talks are the most advanced since Kudrin, widely respected by investors for his fiscal discipline and commitment to market reforms, quit as finance minister in 2011, the people said. A decision could come early next year, they said.
Iran’s oil minister urges OPEC members to cut crude output
OPEC member states should cut crude output to boost prices to a range of $70 to $80 a barrel, Iran’s Oil Minister Bijan Namdar Zanganeh said. “No one is happy” with prices at current levels, Zanganeh told reporters in Tehran. “OPEC should decide to manage the market by reducing the level of production.” Even so, Zanganeh said he doesn’t expect the Organization of Petroleum Exporting Countries to decide to reduce output when its ministers meet next in December.

The co-chairman of Nigerian independent Atlantic Energy has reportedly been arrested over alleged corruption and money laundering charges. The move comes just days after the former Nigerian oil minister under President Goodluck Jonathan was arrested before being bailed in the UK.
Call to encourage greater use of solar energy in Scotland
A leading political figure has called for greater deployment of solar energy in Scotland. Energy minister Fergus Ewing said more work needed to be done to help homes and businesses generate their own supply of electricity.
